The Ghosts of Water Scarcity is a cross-regional investigation by journalists Giorgos Konstas in Crete and Nikos Patounas in Evros, exploring what happens when critical water infrastructure fails to work as intended.
Across two very different regions at opposite ends of Greece, the reporters uncovered a common pattern: dams, reservoirs and irrigation projects built or planned with significant public resources, yet years later still inactive, underused or incomplete. The result is a growing paradox: water may be available, but cannot always be stored or used when and where it is needed most.
As the climate crisis puts increasing pressure on water resources and agricultural production, the investigation highlights how water management is becoming a broader question of resilience for local economies, ecosystems and communities.
